I just opened Porter St bag today. Is it normal if the beans look “oily” or “wet”?

Porter Street is a slightly darker roast which naturally produces a little more oil than other blends. Depending on the weather conditions, these may release a little more, causing them to look 'oily'.

This does not affect the freshness of the beans in any way, it is just the natural process of oil release. If you are after a more lighter roast, Pioneer or Trailblazer may be better suited for you.
